1.     The Rugby Pathway The changes to the Rugby Pathway which had been made before the beginning of the 2008/2009 season were discussed.  It was the general view that these changes had been well received although there had been some confusion when these changes and the experimental law variations promoted by the IRB were considered at the same time. It was agreed that for the 2009/2010 season there should be no further changes to the Rugby Pathway.  However it was noted that the ELVs applied in the Northern Hemisphere last season would now be enshrined in law except:

 1.     The Law which penalises the collapsing of a maul will be re-introduced at all age groups in all countries 

2.     At line outs the numbers of players from both teams must again be equal, the team throwing the ball in will determine the number in a line out.
